Centre of Eminence for Skill Development

OBJECTIVES

The objectives of the "Centre of Eminence for Skill Development" are:

  1. To enhance the individual's employability skills (through wage/ self-employment) and ability to adapt to the changing technologies and demands of the labor market;
  2. To improve productivity and living standards of the people at large;
  3. To strengthen competitiveness of the state and country;
  4. To create opportunities for all to acquire skills throughout their lives, especially for youth, women and the disadvantaged groups;
  5. To develop a high-quality skilled and entrepreneurial workforce relevant to the current and emerging employment market needs;
  6. To support a sustainable skill development system that is participative in the economic growth agenda of the nation and leverages the advantage of India's demographic dividend;
  7. To identify employment opportunities and impart sector/ trade specific training and providing employment; and
  8. To prepare training modules which focus on developmental aspects like competencies, productivity, self-confidence, optimism, entrepreneurship, ethics, pro-social orientation, team work, collaboration, etc.

CONCEPT

The concept for developing a Centre of Eminence for Electronics engineering is to have an overarching entity and progressively carryout the following:

  1. Identification of detailed skilling requirements;
  2. Faculty Development;
  3. Design of Courses and Pedagogy;
  4. Identification of other Course materials including reference material;
  5. Designing of apprenticeship programmes;
  6. Publication of course syllabi;
  7. Testing standards and conduct of centralized tests;
  8. Award of degrees, diplomas and certificates;
  9. Identification and formalizing of Skill Education Sub-centres;
  10. Training of Trainers;
  11. Trainings in skill development programmes across all competency levels;
  12. Providing placement services;
  13. Become a Resource Centre for course design as well as teaching methodology for others like the AICTE/ UGC; and
  14. Become a Resource Centre for skills, developing competency standards for different occupations/ trades with a national perspective, creating labour market information systems, carrying out research anticipating the country's need in terms of skills, becoming a centre of knowledge creation in the field of skill development, etc.
  15. Identifying areas where placement opportunities are available and industry/sector-wise requirement of manpower/job roles;
  16. Identifying the specific type/ kind of training or skill-based coursesrequired to be imparted;
  17. Helping develop the curriculum as per the Industry requirement;
  18. Facilitating continuous industry interface, internship/ on-the-job training/ The 'Centre of Eminence for Skill Development' will focus on specialized programmes which would give it a distinct identity.
  19. The centre would develop and design training courses/curriculum and modules, develop competency standards for different occupations and carry out testing of competency levels besides designing a system for certification of competency standards.
  20. The centre will create a labour market information system so as to know the trend and the kind of labour required by various segments of the Industry.

ACTIVITIES

  1. The electronic field has attained a great potential and demand, the end users demands cent percent perfection in the system. Accordingly, there is a huge demand for skilled and experienced technicians from the level of planning, to delivering and after sales service of the electronic products. CSIR-CEERI has joined hands with National Skill Development Corporation (NSDC), New Delhi and Rajasthan ILD Skill University (RISU), and has been organizing and conducting practical oriented and knowledge based training programmes. The target trainees are ITI graduates, polytechnic graduates, B.Tech. Pass out students and industry personals.
  2. CSIR-CEERI is working on skilling programmes from level-5 onwards to level- 10.
  3. CSIR-CEERI at this centre is focusing on training related Artificial Intelligence, Cyber Physical System, Internet-of-things (IoT), PCB design/manufacturing, diagnostic fault finding, etc.
  4. CEERI, NSDC and RISU are working together to design and create a programme which could deliver skilled manpower at multiple levels. The specific areas for skill development that are identified, at present, involve:

    6. Cyber Physical Systems
    7. Artificial Intelligence and Applications
  5. CSIR-CEERI, NSDC and RISU are also planning courses in B. Voc/B. Skills programmes.
